How to apply for an OCI card in the USA, step by step

An OCI (Overseas Citizen of India) card is a lifelong, multiple-entry visa for foreign citizens of Indian origin: former Indian citizens, their children and grandchildren, and spouses of Indian citizens or OCI cardholders. The OCI card application process looks simple from the outside — one online form — but most delays come from the documents around it. This guide walks the whole process in order. Since July 2026, new applicants receive a digital e-OCI card rather than a physical booklet, but the application process itself is unchanged.

Step 1: Confirm you are eligible

You can apply if you were an Indian citizen, your parent, grandparent, or great-grandparent was an Indian citizen, or you have been married to an Indian citizen or OCI cardholder for at least two years. Applicants with Pakistani or Bangladeshi ancestry are not eligible. If you took foreign citizenship after 1 June 2010, you must first surrender your Indian passport and hold a surrender certificate — the OCI application cannot move forward without it.

Step 2: Gather your documents

The documents required depend on your case: a current passport and proof of Indian origin for everyone; a naturalization certificate and surrender certificate for former citizens; an apostilled birth certificate and both parents' documents for a minor born in the USA; an apostilled marriage certificate for spouses. Working from the wrong list is the most common cause of a returned packet, which is why your exact OCI documents checklist matters more than the form.

Step 3: Apostille and notarize what needs it

US-issued documents such as birth and marriage certificates generally need an apostille from the issuing state before the consulate accepts them. Forms like the parental authorization for a minor need notarization, and most copies need self-attestation (your signature and the date on each copy). Apostilles take days to weeks depending on the state, so start them before you fill the form.

Step 4: Prepare your photo and signature

The OCI photo requirements are strict: a 2 × 2 inch photo on a white background, uploaded as a JPEG within the portal's size limits, and a signature image in a 3.5 × 1.5 inch ratio. Babies and young children who cannot sign use a thumb impression instead. Photos are the single most common upload rejection, so check the file against the specs before you start the form.

Step 5: Fill the OCI application form online

The application itself lives on the Government of India portal (ociservices.gov.in). Choose New OCI Registration, complete Part A and Part B, and upload your photo, signature, and supporting documents in the portal's upload sections. Save the application number you are given (it starts with USAT for US applicants) — VFS and every later step reference it.

Step 6: Complete the VFS application and pay the fees

VFS Global handles intake for the Indian consulates in the USA. Create the VFS application, link your government application number, and pay online. OCI fees in the USA are $275 per adult applicant and $100 per minor, plus a $3 ICWF fee and a VFS service fee (about $19 for mail-in submissions). Confirm the current amounts on VFS before paying, as they change from time to time.

Step 7: Mail your packet (or attend your appointment)

Print the completed application, assemble the packet in checklist order — originals where required, self-attested copies of everything else — and mail it with the prepaid labels VFS provides, or submit it in person if your jurisdiction requires an appointment. Run a final audit before the envelope ships: a missing document costs you the full processing cycle.

Step 8: Track your application

Track the shipment to VFS, then your application status on the government portal. OCI processing time in the USA is typically about 4 to 8 weeks once VFS receives a complete packet. Your passport and, on approval, your OCI card come back by mail.
